Is the Confederate flag racist?

On July 6, 2015, South Carolina lawmakers began debating whether to bring the Confederate flag down outside the Capitol. Shortly thereafter, they voted to remove the flag, and the event made national news.
There has been a huge controversy about the Confederate flag after the shooting in South Carolina on June 17 where nine people were killed at the Emanuel A.M.E. Church in Charleston. Debate is spreading in wider and wider circles.
In Maryland there are debates over Confederate license plates and controversial symbols.
